Winter Institute & Lobby Day

The Council through our foundation LEAF, Inc. supports members by providing exceptional opportunities to expand and enrich their expertise and knowledge in the area of educational administration through statewide annual events. The Winter Institute offers keynote addresses by national experts in the fields of leadership, education, advocacy and related areas; opportunities for members to share best practices with colleagues through smaller sessions; an interactive discussion with the Commissioner of Education about New York State issues and initiatives; and networking for support and collegiality among members through social interaction, group discussions, meetings and workshops. The event also hosts an exhibit hall where companies, associations, organizations and foundations can connect with school leaders from across New York State.

Join us in Albany as we explore visionary leadership, innovative learning models, and collaborative innovation among other topics, starting with Sunday Opening Keynote Luis F. Cruz from Solution Tree and his presentation Transforming School Culture.

Content will be focused around these six strands: 


Strand 1: Visionary Leadership for Systemic Transformation
Focus: Equipping superintendents to lead with a future-ready mindset, drive system-wide innovation, and create agile strategic plans.
Topics may include:

Building a culture of innovation
Strategic foresight and scenario planning
Vision and mission redesign for future-ready schools
Leading change in complex systems

Strand 2: Innovative Learning Models & Instructional Leadership
Focus: Redefining teaching and learning to meet the demands of the modern world.
Topics may include:

Personalized and competency-based learning
AI and emerging technologies in instruction
Project-based and experiential learning
Equity-centered instructional innovation

Strand 3: Wellbeing, Culture, and Sustainable Leadership
Focus: Supporting the health, resilience, and sustainability of leadership teams.
Topics may include:

Superintendent wellbeing and burnout prevention
Building psychologically safe leadership cultures
Leading through crisis and uncertainty
Human-centered design in leadership

Strand 4: Collaborative Innovation - Building Networks and Partnerships for Shared Success
Focus: The power of collaboration between schools, districts, higher education, businesses, and community organizations to innovate and solve problems together. 
Topics may include Partnership models that foster:

Shared responsibility for student success
Resource allocation, 
Research-driven initiatives.

Strand 5: Equity, Access, and Inclusive Innovation
Focus: Ensuring transformation benefits all learners, especially historically marginalized populations.
Topics may include:

Closing opportunity gaps through innovation
Culturally responsive leadership
Inclusive design thinking
Access to digital tools and broadband

Strand 6: Advocacy for Innovation
Focus: Leading Change in Policy and Practice. This strand would focus on advocating for innovation within the broader educational policy landscape. 
Topics might include:

Engaging with policymakers, 
Influencing education policy, and 
Ensuring that innovation is supported by laws and practices at the local, state, and national levels.

Call for Proposals

Our Education Session Call for Proposals portal for the 2026 Winter Institute will open in November 2025. Watch for details in our Councilgram newsletter and Institute listserv messages. Proposal submissions will be vetted by our Conference Committee. Partners may submit a proposal and must have selected select this option as part of their 2025-2026 contract.
