Finances

Limited state resources and increasing local pressure on property taxes makes school finance an ongoing challenge. Managing district finances is essential. The superintendent and board must work together to address local finance issues and ensure the best possible education for all students, even when resources may be limited.

Developing your local budget is equally tough. Often this must be done not knowing how much state aid you will receive. As a general rule, districts will not receive less aid than in the prior year. But, with state aid formulas not being operational since 2000, this is not an automatic guarantee.

Superintendents and board must also keep in mind the impact on local taxes. Too great an increase will spell disaster, even with a very supportive public.

The documents in this section offer guidance on navigating the budget process. We also offer insight into the state budget process. The Council is the premiere organization for analyzing state aid data and final state budget information. That information is provided.

Council staff can also assist as budgets are developed. We can offer insight into the Albany process and how it might impact local districts.
