The Council provides its more than 800 members with numerous professional development opportunities, publications and personal services, while advocating for public education and the superintendency.

SERVICES
MEMBER SERVICES

The Council offers its members a range of professional and personal services:

  •  Legal Assistance
    Superintendents wishing advice on contractual or employment issues may contact a Council attorney. Additional assistance is available in the event of contract litigation.
  • Professional Assistance
    Program PAP is available to all members and their families. If you or a member of your family is faced with a difficult situation, you are encouraged to contact the Employee Network at 800-327-CALL. All services are confidential.
  • EDUCORPS
    EDUCORPS consists of retired superintendents who offer consultation and advice to superintendents seeking their counsel. For further information contact Kacey Feldman, Program Associate at 518-449-1063 or email kacey@nyscoss.org.
  • American Association of School Administrators
    The National affiliate of The Council, AASA provides additional leadership services to educational leaders. The Council encourages AASA membership. Dues for both organizations may be paid together through The Council.
  • Legislative Activities
    Staffed with a full-time Deputy Director, The Council actively influences educational policy and legislation at both the State and National levels. Whether through position papers or memoranda of opposition or support, The Council strongly advocates for children from the unique perspective of the school district's chief educational leader.

Publications are available to all members.

  • Snapshot 2006 - The 6th Triennial Study
    This is the sixth in a series of surveys, which summarize data on personal, contractual, retirement, and educational issues related to the Superintendency.
  • Councilgram
    Published monthly, the Councilgram is our primary source of communication. The "Gram" includes State, National, Member, Council, and AASA News. It also features recent job openings. News items must be received by the 10th of each month.
  • Position and White Papers
    Periodically the Council publishes papers to the membership. The papers cover timely and important issues related to education.
  • Model Contract
    Ideal for new superintendents drafting their first employment contract with the board of education or current superintendents looking for illustrative clauses.
  • Annual Report
    Designed to provide an overview of The Council's goals, initiatives and activities of the past year.
  • Directory of Chief School Officers
    The directory includes address, fax and e-mail information for New York State superinendents. (Published every fall)
  • Legislative Updates
    Breaking education news and insights into Albany politics delivered to active members by an overnight fax service.
  • Snapshot V
    This is the fifth in a series of surveys, which summarize data on personal, contractual, retirement, and educational issues related to the Superintendency.

MISSION STATEMENT
VISION

To be the pre-eminent professional organization in New York State influencing the development of educational policy and asserting the leadership role of the superintendent.

MISSION

The purpose of the Council shall be to provide leadership and membership services through a professional organization of school superintendents:

  • to provide leadership and membership services through a professional organization of school superintendents
  • to enhance the superintendency as a profession,
  • to uphold the integrity of the office,
  • to foster support and collegiality among its members,
  • to promote the interest of education and children in New York State, and
  • to influence local, state, and national policy affecting education.
PRIORITIES
  1. Advocacy: Expand the advocacy role of the New York State Council of School Superintendents in support of public education in meeting the diverse needs of New York State children by influencing the development of policy, regulation, legislation and practice. Participate in the development of legislation, SED regulations and guidance documents, with focus on their impact on schools.
  2. Professional Development: Provide opportunities and structure for a continuum of professional development activity enhancing leadership in New York State schools.
  3. Leadership: Provide for the membership of the Council services, support and opportunities of leadership at local, state and national levels.
  4. The Next Generation of School Leaders: Attract and nurture exceptional leaders, including the under-represented, into the superintendency.
  5. Communication: Improve linkages with and between Council membership, leadership and the field in order to better understand and address issues.

    *Accomplish the above priorities while remaining cognizant and sensitive to the diverse elements and needs of the state, its many school districts, and the varying priorities and concerns of its educational leaders.
